BSF Glossary

The glossary is not an exhaustive list of acronyms and terms used in PCP projects but it provides a useful list of commonly used terminology. Governors and parents may also find this a useful resource

Academy An independent school funded by government. No fees are charged to students. Private sponsor may appoint governors. Governing body controls admissions. School does not have to follow national curriculum or national agreements on staff terms and conditions.

BESD Behavioural Emotional and Social Difficulties

BME Black and Minority Ethnic

BREEAM Building Research Establishment Environmental Assessment Mechanism. A method for assessing the environmental sustainability of a building.

BSF Building Schools for the Future Programme - more usually specific to the secondary sector.

Build Quality A phrase often used to refer to how well a building is constructed - including structure, fabric, finishes and fittings, & engineering and ICT systems. It also refers to coordination of these and the effectiveness of their performance.

Building Bulletin 99 A DCSF guidance document giving recommended floor areas and other standards for primary school buildings.

CABE The Commission for Architecture and the Built Environment CABE) is the government's advisor on architecture, urban design and public space.

CIC Construction Industry Council.

Community School Previously known as a County school, the land and buildings are owned by the Council. Governors include LA representatives as well as parents, staff and co-opted community members. LA controls admissions and funds running costs through the delegated budget.

Competitive Dialogue A lengthy negotiating process (prescribed by EU procurement rules) for choosing a preferred bidder from a short list.

CVA Contextual Value Added - measures performance at the end of a key stage, taking into account prior pupil attainment and social context.

CYPP Children and Young People's Plan

Department for Children, Schools and Families (DCSF) Government department (previously the Department for Education and Skills) responsible for national policy for children's services.

Design and Build (D&B) Construction contract that effectively ends when the completed building is handed over.

Design, Build, Finance and Operate (DBFO) Contract includes providing a building and operating a service in it for a defined period.

Devolved Capital Funding (DFC ) Devolved Formula is an amount allocated each year to primary and secondary schools to be spent by them on their priorities in respect of buildings, ICT and other capital need. Devolved Capital Funding (DCF) will be reduced or removed for schools benefiting from the PCP funding. Those schools not allocated PCP funds will continue to receive DCF.

DQI Design Quality Indicator - framework for stakeholder consultation and involvement in design.

ECM Every Child Matters

Facilities Management (FM) Services such as life-cycle maintenance, cleaning, caretaking, catering provided under contract. FM is normally part of a PFI contract but may also be provided for existing buildings.

Foundation School (Trust School) A school supported by an external Foundation or Trust (often a charity). The Foundation appoints some of the governors and controls admissions, but the school is still maintained by the local authority (delegated budget) and must follow the national curriculum. Any existing school can opt to acquire a Foundation.

FSM Free School Meals. The percentage of pupils receiving free school meals is often used as an indicator of social deprivation/

ICT Information Communication Technology

IiP Investors In People

IMD Index of Multiple Deprivation combines a number of indicators, chosen to cover a range of economic, social and housing issues, into a single deprivation score for each small area in England. This allows each area to be ranked relative to one another according to their level of deprivation.

KPI Key Performance Indicator

KS Key Stage. In primary schools, KS1 and KS2 refers to pupils aged 5-7 and 8-11 respectively.

LA Local Authority

LCVAP Locally Controlled Voluntary Aided Programme is formulaic funding specifically for Aided Schools based on the number of Aided School places in each LA.

Local Education Partnership (LEP) A company jointly owned by the local authority (10% share), Partnerships for Schools (10%) and a private-sector partner (80%) to deliver a local BSF programme by arranging and managing contracts. Some PCP projects will be managed by the LEP.

MSP Managing Successful Programmes Managing Successful Programmes (MSP) is a framework to manage and control all the activities involved in managing a programme through providing advice on organisation, processes, communication and ways of thinking. See OGC.

National Framework for Design and Build A list of Government-approved private-sector companies, potential partners as an alternative to the LEP for small projects.

Office of the Schools Commissioner (OSC) A government agency with a remit to promote diversity in the range of types of school, widen access to popular schools, and increase choice for parents.

Official Journal of the European Union (OJEU) Publication carrying invitations to tender for contracts. Under EU procurement rules, all contracts in EU countries worth more than about £4 million must be advertised in the OJEU.

OfSTED Office for Standards in Education, Children's Services and Skills. The official body for inspecting schools.

OGC Gateways The Office of Government Commerce (OGC) is an independent office of HM Treasury, established to help Government deliver best value from its spending. Public sector clients use OGC Gateways to check all the necessary tasks have been completed at different stages of building projects. OGC gateways are, 0 - Strategic assessment, 1 - Business justification, 2 - Procurement strategy, 3A - Design brief and concept approval, 3B - Detailed design approved, 3C - Investment decision, 4 - Readiness for service and 5 - Benefits evaluation

Outline Business Case (OBC) Document defining the scope and objectives of a project in some detail for "taking to market" in OJEU notice.

Partnerships for Schools (PfS) Organisation backed by the DCSF to deliver the national BSF programme (and now the academies programme too).

Primary Capital Programme (PCP) The national rebuild and refurbishment programme for primary schools. The Primary Capital Programme Primary Capital Programme is a government-driven programme that, starting in 2009-10 and continuing for 15 years, aims to provide separate capital funding for the replacement or modernisation of half of all primary schools in England. The sums available are less than the BSF programme in secondary schools. Schools and local authorities will be expected find additional funding.

Private Finance Initiative (PFI) A local authority rents a new building from a contractor for 25 or 30 years. Builder funds construction by borrowing from banks, secured by Government support for the rent (although this never covers the full cost - the LA has to bridge the "affordability gap.")

Project Review Group (PRG) Treasury committee that must approve every PFI project before Government funding support is committed.

PRU Pupil Referral Unit

Public Private Partnerships Programme (4Ps) An agency of the Local Government Association offering free support, training and review services to local BSF programmes (project teams, senior managers, Council members.)

Pupil Referral Unit (PRU) Special unit for pupils not attending school (e.g. excluded pupils, pregnant schoolgirls).

RIBA stages The Royal Institute of British Architects (RIBA) is the UK body for architecture and the architectural profession. Building projects exist in 5 distinct stages defined by RIBA, these are further subdivided into 11 sub stages, each of which is given a letter from A-L. The main stages are Preparation (sub stages A and B), Design (C, D and E), Pre-Construction (F, G and H), Construction (J and K), and Use (L). RIBA building stages are used by architects, engineers and contractors to plan the building project .

StoP Statement of Priorities

Strategy for Change Document drawn up by the LA for submission to the DCSF setting out how PCP will transform education (and other services) in the area.

VAT Value Added Tax

Voluntary Aided (VA) School Church of England or Roman Catholic school. Buildings are owned by the diocese, which appoints some of the governors. Governing body controls admissions. Running costs of VA schools are funded by local authority in the same way as community schools. Capital work at VA schools usually funded 90% by government, 10% by diocese, but BSF will be 100% government funding.
