Microsoft Volume Licence Guide

Microsoft volume licensing for education is for schools and FE/HE organizations who want to acquire 5 or more licences. Microsoft offers both Transactional and Subscription Volume Licensing programs for education customers.
Transactional Volume Licensing
Transactional Volume Licensing programs allow customers to acquire perpetual software licences. A perpetual licence means that the customer owns the licence once paid for in full. These are good for customers that want the reassurance that they have paid in full for what they want to use.

Microsoft Open Licence Program (MOLP)

The MOL is a way for our customers to enjoy volume licensing benefits (i.e. lower costs than boxed product) without having to enter commitments to massive volumes. A minimum of 5 Licences should be ordered for the initial purchase. This can be made up from a variety of different product pools. Once they have bought 5 they can then add individual licences for 2 years afterwards.

Academic Select Plus

Select Plus is a transactional Volume Licensing Program for Academic and is for large education customers (250+ PC's) or aggregate groups (such as educational consortia) that want to acquire their software licences and services at any affiliate level - such as a site or department. It is the recommended program for all institutions that require a perpetual licence. Colleges and Universities are typically of sufficient size to take advantage of a Select Plus agreement. Select Plus for Academic order must meet a minimum of 500 points to begin purchasing in that pool.

RM Select

This is the cheapest way to get perpetual academic Microsoft licences; these are bought under the NAACE agreement and are only available for Office and Windows when being used on a Connect network or installed by RM Engineer. There is no Minimum quantity required for RM Select Licences.
Subscription Volume Licensing
With subscription licensing programs, customers have the right to run a selection of products, and any upgrades or downgrades of those products, for a designated term. These schemes entitle customers to use the latest version of the software if they wish and are more appropriate for customers that would prefer to have the latest software, pay little and often rather than upfront & have consistent product versions across their network.

Enrolment for Education Solutions (EES) / Open Value Subscription - Education Solutions (OVS-ES)

EES/OVS-ES is available to primary, secondary and FE/HE institutions; institutions are able to group together to benefit from preferential pricing, e.g. groups of academies or schools in an LA/RBC.

EES offers the simplicity of licensing desktop platform products organization-wide through an annual count of people instead of PCs/devices and the flexibility to add additional products in any quantity. Counting FTE staff once per year covers all staff and shared-use computers (this should be much lower for customer on schools agreements who normally have to buy per station).
  • Customers with as few as five (5) Full-time Equivalent (FTE) employees can licence through OVS-ES
  • Larger customers with a minimum of 1,000 FTE employees may licence through EES
With EES and OVS-ES, academic customers will no longer have to licence all products on an Institution wide basis. Certain products will be available in an A La Carte manner but will have higher price points. For products which require institution wide licensing you should continue to select the 'Faculty' price. For additional products (that are not being licensed intuition wide) e.g. Visio or project please use the 'Additional Products' section of the price list.

FTE Calculation

  • Faculty = all teaching and Lecturing employees in an academic organization
  • Staff = non-teaching employees for example; Admin, Clerical and Catering employees
  • Staff such as maintenance, groundskeepers, cafeteria and mailroom etc. may be excluded if they do not use computers
FTE = the total number of faculty and staff in the institution employed over 200 hours per annum

For products licensed organization-wide, if the faculty and staff or student FTE count changes during the course of the licensed period, all users remain licensed at no additional charge. They need to include the new FTE count when they submit their next annual order.

The EES desktop platform* products are as follows:
  • Windows® 7 Enterprise upgrade
  • Microsoft Office Professional Plus 2010
  • Microsoft Core CAL Suite** (Includes Windows Server Standard CAL, Exchange Server Standard CAL, SharePoint® Server Standard CAL, System Center Configuration Manager CAL , Microsoft Lync Server Standard CAL & Fore Front End Point Protection)
  • Microsoft Enterprise CAL Suite** (Includes all Core CAL Suite components plus Active Directory® Rights Management Services CAL, Exchange Server Enterprise CAL, SharePoint Server Enterprise CAL, , Microsoft Lync Server Enterprise CAL, System Center Client Management Suite*** CAL, Forefront® Protection Suite CAL, and Forefront Unified Access Gateway*** CAL)
  • Education Desktop with the Core CAL Suite
  • Education Desktop with Enterprise CAL Suite
*The products listed may be replaced by successor products, which in-turn will also be considered desktop platform products.
**Individual CAL Suite components must be ordered organization-wide, but are not desktop platform products.
***Suite additions currently planned and would be available with active Software Assurance coverage on or after the products become available for purchase in Volume Licensing. Because Microsoft must be able to respond to changing market conditions, these plans are subject to change at any time).
